I have seen these on other sites and this is the only one that says that it is only for pro comp springs. Is this true? can they be used on factory leaf springs?

The EXP69261 is only for Pro Comp YJ lift springs because Pro Comp makes 1 of the spring eyes a different size than the OEM spring. You need ENE2-2107G for stock springs with stock shackles or ENE2-2119G for stock springs with after market shackles. It will require a quantity of 2 kits per vehicle as they are packaged per axle.
The front and rear are the same unless the shackles have been changed on 1 end and

Thanks for the inquiry Kris, the Pro Comp Suspension Leaf Spring Bushing part # EXP69251 is incorrect you need an EXP69231 front.
