Is it possible to remove and replace the lifters on my 2001 four cylinder TJ without removing the head?

You would have to remove the head to get to the lifters. You didn't say why you need to replace them. I personally do not like to replace lifters only and not the cam. The cam is already worn to the old lifters putting new lifters in can make the cam go flat.
